in your cpanel you have to enable remote mysql connections
If you CANNOT access your control panel, you can file a support ticket via: http://byethost.com/support.php

    EDITED:

Well the problem is solved, but i dont know why...

Ive got a question more, why i cant put like external conecction my No-IP? thats is ehrn my IP changes,(87.55.345.222) it atomatically update de IP with a host with letters like: (dani5no-ip.org) = ( 87.55.345.222)

You should continue this in a support ticket, as usernames / passwords may be required to debug your specific issue (this will work on the premium hosting if all variables are set correctly)

glad you got it working, mysql does not do name resolution on a connection , raw ips must be used

    you can do something like

    87.55.%

which would allow all ips starting with 87.55 to have access if the username / password supplied for the database is correct.
